Take-Off (CTO)
The Campaign for Take-Off (CTO) forms an integral
part of the Community Strategy and Action Plan for Renewable Energy Sources
by 2010. It is designed to kick-start implementation of the Strategy and
is expected to have reached its goals by 2003.

CTO communications and media
plan
The whole CTO communications and
media plan, with co-ordination and provision for implementation arrangements,
2000-2003 is managed on behalf of The European Commission Directorate General
(DG TREN) by Target GmbH,
Germany. They are also responsible for the monitoring and preliminary assessment
of results of this plan, including communications measurement. For more

Introduction to the Campaign for Take-Off
The European Commission adopted
in December 1997 a White Paper for a Community Strategy and Action Plan,
Energy for the Future :
Renewable Sources of Energy, setting an indicative objective of 12% for
the contribution of renewable sources of energy (RES) to the European
Union´s gross inland energy consumption by 2010.
Accelerating the penetration of RES will play a major role in achieving
the Community's CO2 reduction goal while at the same time contributing
to reducing dependence on energy imports and offering business opportunities
for the European Union industry.
The comprehensive strategy set out in the White Paper contains a Campaign
for Take-Off designed to facilitate the success of the strategy as a whole.
The necessary trend towards increased private investment in RES will be
stimulated in a visible manner through public relations activities, focusing
public support programmes on the objectives of the Campaign and raising
public awareness .
The Campaign for Take-Off will run for 5 years (1999-2003) and will act
as a catalyst for the development of key RES sectors, sending clear signals
for greater use of RES and encouraging investment. The objectives for
the key sectors are:
Ø 1,000,000 PV systems
Ø 15 Million m2 solar collectors
Ø 10,000 MW of wind turbine generators
Ø 10,000 MWth of combined heat and power biomass installations
Ø 1,000,000 dwellings heated by biomass
Ø 1,000 MW of biogas installations
Ø 5 Million tonnes of liquid biofuels
Ø 100 communities aimed at 100% RES supply
