The following report on Norwegian renewable energy policy has been produced
by IFE,
Institutt for Energiteknikk,
under the auspices of the Renewable Energy Working Group of the European
Energy Network (EnR).

Report Summary:
After hydropower, which accounts for 99% of the electricity production,
bioenergy is Norway's most significant contributor to renewable energy
and accounts for 4.5 % of the total primary energy supply. The production
of electricity from windpower is currently 35 GWh, however new licence
applications amounts another 1,5 TWh.
A barrier to RES is the low electricity prices. As the prices are set
by the marked and there are no expectations of dramatic increases in the
electricity price during normal hydrological years. Information and training,
together with the introduction of new energy technologies and similar
measures will therefore remain the most important instruments available
to the authorities.
Wind energy investments are subsidised up to 25% and are exempt from investment
tax as well as half the energy production tax. Projects that increase
the use of renewables, heat pumps and utilisation of waste heat for heating
and process purposes can be supported through special investment schemes.
In order to secure research and development, the government established
a programme in 1995 that aims at development of efficient, renewable energy
technologies including field testing of prototypes.
