Although Europe's PV technology industry leads the world in terms of module efficiency and integration with buildings, its manufacturing capacity is considerably smaller than that of Japan or the USA.

This means that there are fewer oppurtunities to reduce costs through economies of scal. Hence European PV manufacturers find it difficult to compete in international markets.
